Procurement Operations & Delivery (PODD) provides the Bank's staff with services in all areas of the Bank related to procurement for the daily operation of the Bank as well as the consultancy services required to provide critical expertise in delivering the Bank’s mandate.  PODD is required to ensure the continuing optimal efficiency, cost effectiveness and timely completion of procurement processes to support the Bank in the most efficient use of available funding and high quality delivery of its mandate.

Protecting the Bank’s reputation as counterparty, PODD must deliver while meeting the requirements of transparency, fairness and accountability in the entire procurement and contract implementation processes.

PODD adds value through (i) appropriate, timely and effective procurement and through active contract / supplier management and an ongoing assessment of value for money, (ii) working closely with internal clients to deliver a continuous improvement approach to procurement and supplier management activities, and maintain up-to-date market knowledge in order to respond to both new requirements and to identify opportunities for enhanced value for money.

The Director, Procurement Operations and Delivery, is responsible driving commercial advantage for the Bank through maintenance and implementation the Bank’s internal PODD procurement policy.


The successful candidate will set the 3-5 year vision for the Procurement department and operationalises through the Policy, Directives and Procedures.

The Director leads EBRD’s procurement activities for goods, works and services, including consultancy services, where the Bank is the contractor, whether funded from EBRD budget or donor funds and provides oversight on delegated procurement authority as agreed from time to time. This includes providing advice to the business around controls, the appropriateness and suitability of supplier proposals and contractual frameworks. The director will also be involved in the service management activity which is new to the Corporate Services function of the Bank. This role will be responsible for establishing the service management framework, defining the service levels with our key stakeholders and ensuring that we are able to effectively report in a robust and accurate way.  This will also include management of any third parties involved in the e2e process.

The Director will take part in the current Business Partnering Service (BPS) project which is being carried out by the Corporate Service function. The role will include taking part in the BPS transition phase exploring all the alternatives before selecting a meaningful mix, taking into consideration cost and organizational impact of each of the departments.

The Director shall be responsible for managing the end-end procure to pay process, this means that she/he shall be responsible for ensuring the integration of the accounts control team from the operations and service management department into the PODD team and driving the associated efficiencies.

The Director ensures that procurement activities are carried out in accordance with relevant policy, directive and procedures in order to achieve optimum efficiency, cost effectiveness and timely completion of the Bank’s requirements.   This includes ensuring that the Bank’s procurement systems and processes are efficient and enable the commercial value of the procurement function through effective Procure to Pay processes.

The Director represents management on Procurement Operations and Delivery issues / reporting to the Bank’s senior management and the Board of Directors and will also engage externally with key service providers and equivalent IFI PODD teams

Accountabilities & Responsibilities
  • Provides leadership, vision and longer-term strategy
  • On-boards, motivates, coaches and manages staff with a focus on professional development and continuous improvement.
  • Leads, interpretation, implementation of the Bank’s Policy / Directive / Procedures and development of relevant instruments, and systems for sound, efficient and economic delivery of the procurement of the goods, works, services, including consultancy services required for the operation of the Bank.
  • Leads the measurement and on-going monitoring of the quality and value for money outcomes.
  • Business owner of the Bank’s Procurement system and responsible for continual maintenance and upgrade to meet the Bank’s ongoing needs.
  • Liaises with Donor Co-Financing department, budget holders, the Finance department and the Board (and its various committees) through preparation, presentation and publication of relevant reporting.
  • Leads relevant training for Bank staff both at HQ and in the Resident Offices with respect to PODD activities, including leading initiatives for the management of significant contracts.
  • Represents the Bank in “corporate” procurement-related events at international level.
  • Engages with the top level management of supplier representatives, consultants, and international, regional and national suppliers and consultancy associations in order to understand the concerns and interests of the consultancy industry and key suppliers to the Bank as well their competitors.
  • Maintains relationships with other IFIs, industry associations and procurement authorities in order to develop international best practice in “corporate” procurement and contracting.
  • Manage the reviews of PODD related procurement complaints to ensure transparency and accountability in the processes through the Procurement Complaints Committee.
  • Engages with senior stakeholder under a service management framework to deliver high quality services in accordance with agreed SLA’s and KPI’s
  • Directly accountable for the engagement and effective overall management of staff including recruitment, compensation, performance management, coaching and development.
  • Trains and develops the entire procurement team to achieve improved service and capability.
  • Champion and role model the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) so that the highest standards of integrity and ethical conduct are exhibited at all times.
  • Delivers value initiatives to save cost in line with the targets agreed with the VP CAO & HR
  • Meet Bank’s savings target through the deployment of category plans.  Sets annual savings targets by category / business area and creates a pipeline of activities to meet the plans

Knowledge, Skills, Experience & Qualifications
  • Membership of the Chartered Institute of Procurement and Supply (MCIPS) or equivalent would be an advantage.
  • Excellent management and leadership skills including procurement transformation and turn-around in brown-field procurement teams.
  • First-hand experience of implementing and optimising P2P and Source to Contract management systems.  Includes developing internal and externally generated reporting to influence and inform activity
  • Experience of preparing and submitting externally visible annual reports
  • Experience in reviewing and developing procurement policies, contracts and standard tender documents.
  • Experience of developing and implementing supplier relationship management (SRM) and Contract Management (CM) for commercial advantage
  • Deep experience in implementing Category Management with specific experience in the usage of Professional Services (Consultancy) to drive commercial leverage.   Implementation of category management strategies and plans in line with the annual planning cycle
  • Proven history of engaging with senior internal stakeholders to align procurement activity with the Bank’s growth ambitions.
  • Experience of working with external parties to deliver improvements to the cost-effectiveness of the procurement service.
  • Highly visible procurement experience in-keeping with the Bank’s prestige, able to represent the Bank at international level in industry meetings and conferences
  • Experience of creating and using supplier diversity frameworks to increase participation of under-represented supplier groups.
  • Strong experience in developing a customer service mentality.
  • Highly developed problem solving and negotiation skills.
  • Strong communication and presentation skills.
  • Excellent English language skills, both oral and written.
