Job Description
Supply Chain Officer - (2100013B)

KEY AREAS OF ACCOUNTABILITY:
  • Ensure and follow up that all projects have submitted their Procurement plan on Bi annually, Quarterly base, and fill /submit their Purchase requests properly (all required information filled) get list of suppliers and organize suppliers data base for each category of procurement items;
  • Ensuring that and facilitate procurements are carried out in a timely and transparent manner in accordance with SCI procurement policies and procedures are followed at an optimal quality/price, and that all procurement procedures are properly implemented. And ensure that SC receives quality goods and services at the most competitive prices and/or rates assigned for the procurements.
  • Liaise with the Supply Chain unit for timely procurement and supply of equipment’s, materials and furniture to the project team
  • Advises staff members on specifications, prices, availability and other procurement matters while in PR preparation;
  • Work closely in establishing authorized vendor selection for goods and service procurements as per SCI procurement policy & guideline
  • Work closely with designated managers on procurement of goods, services, construction and related contract agreement management’s
  • Support on implementing effective stock management and administration systems, thoroughly monitoring stock levels that proper managing tools like Bin cards, Stock cards, clean warehouses and segregate different supplies and properly stacked and well-protected supplies from rain, Sun rodents are on place.
  • Assist and support the transport unit, Store keeper and procurement on preparing a periodical ‘Supply cahin Report’ detailing all Supply chain activities including procurement, Fleet and stock reporting, asset register updates, and other relevant information and submits to immediate supervisor on the 3 rd. /4tht day of every month.
  • Assisting the field office Supply chain coordinator on the proposal process by coordinating and identify technical Supply chain requirements; prepare agreements, and be part of the Procurement committee when required.
  • Support and make sure that proper & well organized, update electronic/paper documentation of Supply chain procurement transactions of Bid, that supplies are procured from the approved suppliers with frame work agreements, and the agreed quality supplies and price are intact an on place.
  • Follow up the performance of the store keeper, at the Field office and make sure that Stock and Assets are properly managed, and their tasks are at the required standards;
  • Support and make sure that strengthening the warehouse, stock and assets management of the field office [Update asset database regularly, Asset tagging & coding, updating Bin cards regularly, Reconciliation of stocks, providing warehouse reports].
  • Maintains data base and proper documentation on procurement; Warehouse management [TIM] maintains and updates suppliers list through the development and maintance of effective systems
  • Support on manage standard maintenance of all fleet assets (vehicles, generators and other technical items) according to the standard schedule and ensure that all fleet assets are maintained and serviced regularly
  • support fleet section to the appropriate documentation, tracking and filing of all maintenance, repair activities by following the standard procedures and guidelines of SC to ensure traceability, transparency and accountability
  • Infrequent travel to the project office and area office to provide technical Supply chain support
  • Monitor Security information and networks and ensure security information is disseminated appropriately and effectively. Supervise and monitor the security and safety of the project staff and resources as well as facilitate the evacuation of filed based teams as and when appropriate
  • Ensure and support that SC Supply chain guideline and all procedures, related to fleet, warehouse, Procurement and communication management are adhered to at all times.
  • Comply with all relevant Save the Children policies and procedures with respect to child safeguarding, health and safety, security, equal opportunities and other relevant policies.
  • Perform any other activities based on Line manager’s assignment.
Other: work closely with consortium partners, other local and international NGOs operating in the same area or sector, beneficiary communities and Woreda government officials. :

QUALIFICATIONS AND EXPERIENCE
  • College Diploma/ Degree in logistics or supply chain management/ business management or Automotive Mechanics or other technical experience gained through \courses and/or practical experience related to Logistics.
  • A minimum of 3 years of proven working / practical experience in Supply chain/ Logistics [ Fleet management, Warehouse management, Procurement management, Communication tools and equipment] working in NGOs and Familiar with donor guidelines – like USAID, ECHO
  • Broad understanding programs management and operations, Ability to work independently and take personal initiative
  • Strong interpersonal / management skill, proven analytical and strategic planning, and report writing skills, market assessment and negotiation skill
  • Good understanding of development issues and the policy context in Logistics, good team player and ability and willingness to travel to the field
  • Highly motivated and ability to work independently under pressure and to tight deadlines
  • Excellent computer/software skills on Windows software and Word, Excel, PowerPoint outlook, email etc.
  • Needs to have excellent oral and written communication skill in English, Amharic and Afrigna language; willingness and ability to work in hardship environment and flexible.
  • Commitment to and understanding Save the Children’s aims, values and principles desirable
