Job Purpose
This role is intended to support the implementation of early warning and market related activities in line with Concern Worldwide ECHO ERNE programme. The role involves leading the data collection, compiling, analysing and sharing for decision making for early action. It also involves providing technical support, training, supportive supervision on early warning and markets to the field based and woreda level concern and government staff.

Main duties & Responsibilities:
  • Planning and Implementation
  • Support the early warning early action activities as per the plan within the ERNE based on agreed time table;
  • Undertake data collection, assessment and surveys related early warning and markets for intervention in collaboration with the responsible stakeholders;
  • Analyze and make sure that early warning and market data are used for decision making in the ECHO ERNE program to undertake early actions for the affected population
  • Document reliable DRR, warning and market information needed for planning and development of emergency mitigation and preparedness strategies for emergency response;
  • Identify appropriate mechanisms which allow the capacity building, risk mapping, hazard, capacity analysis and contingency planning to take multi hazard approach for CWW and partners staff to effectively implement Resilience and use EW systems
  • Integration of ERNE & other program/projects implementing in the project area with other sub sectors such as health & nutrition, emergency etc and other projects implemented by the government and other actors
  • Facilitate and participate in Woreda /zone level seasonal (Meher and Belg) food security needs (crop and livestock performance, health, nutrition and WASH) assessments in Concern Worldwide program areas.
  • Maintain good network with partner organizations at Woreda levels working in early warning system;
  • Actively participate and support project staff on the development and implementation of emergency preparedness, mitigation and development plans;
  • Ensure linkages of relief and development activities in CWW Ethiopia through provision of contemporary valuable and practical thoughts around Resilience and early warning
  • Conduct and facilitate training on early warning, markets and resilience building techniques and methodologies for field staff and project stakeholders;
Monitoring & Evaluation
  • Develop participatory program/project monitoring plan related to Early warning early action and internalize with the action plan and implement the plan accordingly
  • Undertake assessment surveys (EW, intervention impact, baseline data, case studies, etc.) related to early warning early action in collaboration with CWW MEAL team and the responsible stakeholders
  • Monitor and evaluate the EWEA activities undertaken in collaboration with all responsible stakeholders.
  • Conduct and document annual learning reviews
Reporting
  • Prepare periodic quality progress reports (monthly, quarterly, bi-annually, annual etc. reports for Concern, government and donor);
  • Document all the progress of activities (at activity, output and impact level) and maintain project data, record and documents;
  • Conduct case studies and document the findings;
Financial Management
  • Under the guidance of ERNE program manager
  • Prepares detailed Resilience & Early Warning program budgets with monthly cash flow
  • Responsible to ensure that the budget allocated to this sector are used according to quality required and agreed plans.
Human Resource
  • Facilitate and participate in the identification and selection of target beneficiaries in collaboration with CWW project staff, local community and Local Government structures.
  • Provide technical support or coach field staffs to build their capacity to perform their assigned roles and responsibilities;
  • Prepare and conduct in house trainings for employees of Concern and key stakeholders that involve in the project implementation and M & E;
  • Perform any other task as assigned by line manager
Networking
  • Create appropriate links, working procedures and information sharing with other program staff and external stakeholders.
  • Integrate the program with other program staff and concerned stakeholders.
  • Establish strong linkage and collaboration with Woreda Agriculture office in the implementation of Resilience & Early Warning sector activities.
Mainstreaming
Design and create appropriate methods/ways and implement to mainstream all cross cutting issues like Accountability, gender, inequality, HIV/AIDS, DRR and controlling the spread of COVID-19 in the implementation of Resilience & Early Warning related activity in line with Concern Worldwide – Ethiopia guideline.

Job Requirements
Person Specification:
Essential:
  • Bachler Degree in Agriculture, Agricultural Economics, Economics, DRR& Early warning, livelihood, rural Development &related fields with 5 years’ relevant experience or Master’s degree with min three years of relevant experience.
  • Experience in the design and implementation of early warning early action programs and markets
  • NGO Experience
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to work under pressure well.
  • Fluency in English, Amharic required and also other local languages preferred
  • Demonstrated flexibility and creativity in planning and problem solving.
  • Experience with the development, implementation & compliance of USAID (OFDA and FFP)/DFID and ECHO funded programs.
  • Experience working with local authorities, national and international NGOs.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Knowledge of Sphere standards and other training in humanitarian response preferred.
