Our team

The Tigray Response Team is composed of national and international staff with wide experience in developing and implementing WASH, EFSVL, Protection, and Gender programmes. It has a business support team providing high-quality operational support in a way that recognizes, supports, and addresses the needs of the programme, whilst ensuring that Oxfam’s policies, procedures, and minimum standards are adhered to and applied fairly at all times.

The Logistics Team is part of the business support team accountable for ensuring that all operational procedures of Administration and Logistics are adhered to and implemented in a manner that is compliant with Oxfam policies, standards, and procedures. In particular, the team provides professional, business-focussed service on logistics, delivering a proactive and solutions-based approach for resolving issues. The team will also ensure that the operational business requirements are effectively managed to deliver organisational results and support the achievement of programme outcomes.

Job purpose
The main purpose of the Logistics Officer is to work as part of the programme team in providing general logistics support including procurement planning, coordinating with project partners, safety and security of office premises, administrative support, inventory, asset, and contract management.

Contract type: Fixed-Term contract for 6 months with the possibility of extension.
Hours of work:
37.5 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at the interview stage

DBS checks (for roles based in the UK):
It is a requirement in the UK for a new DBS check at an enhanced level for every new member of staff who works directly with or has regular contact with, children or vulnerable adults in the UK (consistent with DBS guidance and relevant law).

Key responsibilities
Program Management Support
  • To organize all logistics processes including purchasing, warehousing, communication, and transport.
  • Contribute to proposal writing by advising on Logistical requirements in the respective locations.
  • Ensure that program procurement is in line with donor requirements and standards
Warehouse Management
Ensure effective warehouse management through maintenance of up-to-date records of all items received and dispatched at the same time ensuring that necessary documentation is in place.

Supply Chain
  • Maintain records of and contacts with suppliers and local repair/maintenance outfits, and conduct regular market surveys, to get the best prices.
  • Ensure procurement process supports timely delivery of supplies/materials for operational and programme use
Program Administration
In liaison with Admin Assistant ensure all aspects of staff/visitors and cargo movement and that admin issues relating to procuring accommodation etc, are effectively handled 

Guest House/Office Management
Assist in the identification, setting up, and proper functioning of new Oxfam GB base/compound facilities.

Vehicle Management
  • Plan, implement, and monitor effective vehicle management systems on the basis, through liaison with the programme manager, PHP and PHE and Livelihood team leaders, drivers in ensuring regular maintenance of the vehicles as per monthly schedules.
  • Ensure that all guidelines, aids, and tools on vehicle management are effectively implemented and monitored.
Security
  • Assist in line management in the collection of security information and implementation of security protocols
  • Ensure that all the necessary procedures and steps are in place for the safety and security of Oxfam personnel and assets.
Transport and Delivery
  • Liaise with Assistant Logistician, Team Leaders, and implementing partners in delivery and receipt of project materials and ensuring that proper records are kept.
  • Organize transportation needs either for personnel, goods, or services in conjunction with the Team leaders.
Stock and Assets Management
  • Through the Assistant Logistician and respective Team, leaders ensure Oxfam GBs stocks and assets and well managed in accordance with OGB regulations.
  • Ensure accurate and updated inventories of Oxfam assets and resources on a timely basis.
  • Ensure the communication facilities (landlines, Thuraya phones, etc.) are utilized well and cost-effectively, by implementing agreed systems.
People Management
  • Line manage Logistics Assistant, Drivers and guards’ staff in the base.
  • Plan and organize staff movements for leave and R&R on a weekly, monthly, and quarterly basis and keep updated line management informed.
  • Support staff development and capacity-building activities for logistics staff.
Emergency Assessment
Make assessments of logistics issues and needs of new emergency situations and submit reports to the line manager as may be required.

Representation
Establish and maintain good contacts with suppliers, government offices, local authorities, and other NGOs with regard to logistical issues.

Other
  • To comply with all Oxfam GB logistics procedures, policies, and rules
  • Show commitment to Oxfam’s mission, aims & objectives.
  • Provide cover for Logistics staff on other bases as may be requested within the programme.
  • Any other duties that may be assigned by the line manager
Job Requirements
Essential - Experience, Knowledge, Qualifications & Competencies
  • Bachelor (BA) or Degree from a recognized university/college in Logistics, Purchasing and Supply, Warehousing Management, any management studies or any other areas that can bring an added value to the post.
  • Relevant logistic experience of 3-5 years (including, Logistics and Supplies management) for BA holders or 5-7 years for Diploma holders, preferably in an international NGO.
  • Significant knowledge and experience of managing a warehouses / Stock
  • Strong numeracy skills and good computer skills (Word, Excel, Lotus Notes)
  • Good people management abilities, able to manage and develop other people’s professional standards, and potential
  • Good organisational and personal management skills, with the ability to prioritize work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through
  • Good analytical and conceptual thinking skills with a proven proactive approach to identifying and resolving problems and suggesting improvements that continuously seek to provide a better service to Oxfam. Strong attention to detail
  • Experience working with external contractors and suppliers, with good influencing and persuasive skills and ability to build and maintain strong working relationships and represent Oxfam in a professional and competent manner
  • Good personal communication skills, in written and especially verbal English
  • A high level of self-awareness, personal energy, stamina, and flexibility. Ability to work creatively, effectively, and under own initiative
  • Proven experience as a team worker and demonstrably cooperative with members of other teams.
  • Willing to put in extra hours to help out colleagues when required, including after hours and at weekends
  • Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work
Desirable:
  • Certification in Logistics / Procurement / Supply Chain / Assets Management (CHL, CIPS etc.)
  • Fluency in spoken and written local languages
  • Ability and willingness to travel regularly, at times at short notice
