Wetlands International is a legally registered international NGO operating in Ethiopia (registration number 4143). Through the WAI consortium and the AMREF Health Africa’s lead, Wetlands International in Ethiopia is implementing the Climate Resilient WASH Component of the Netherlands WASH SDG consortium project. The Consortium program in Ethiopia working on achieving sustainable and equitable use of WASH (water, sanitation and hygiene) through improving behaviour change interventions leading to sustainable and equitable access to WASH; Strengthening the WASH governance and institutional framework leading to governments enabling efficient and effective delivery of inclusive and sustainable WASH services through enabling the public sector through enhancing WASH governance, effective planning and monitoring systems, and developing climate resilient WASH infra-structures and Effective WASH markets.

The wetlands International Ethiopia Project Coordination Office in Ziway town is responsible for the coordination and implementation of the WASH SDG project in the intervention areas of Arsi Negele and Shashemene Zuria woredas in the West Arsi Zone and Adami Tulu Jedo Kombolcha district in the East Shewa Zone of Oromia Region.

Job summary
The Project Officer will report directly to the Program Officer who is managing the WASG SDG project, and will be responsible for the implementation and coordination of the WASH SDG project activities in West Arsi and East Shewa Zones of Oromia Regional State. These include supervising and monitoring WASH schemes and facilities, supervision of contracted activities, facilitating collaboration with local government sector offices, project partners and other stakeholders, supporting the field team in the mobilization and capacity building of target communities and local governments to plan and implement, facilitating and assisting in field visits, assessments and documentation of good practices, and the preparation and submission of project report on time with acceptable quality.

In addition, s/he will provide facilitation support for ground level implementation of WI programs in the CRV (CRF, SWF and SaWeL project activities) and providing support in the mobilization of community and local government stakeholders. These include supporting the field team in targeting and site selection, the mobilization and capacity building of target communities, facilitating and assisting in field visits, assessments and agreement signings, activity planning and direct implementation, etc.

WASH SDG Project specific duties
  • Ensure construction of CR WASH schemes are as per the specification, quantity and quality;
  • Ensure timely implementation of the project activities and follow whether the activities are implemented in line with the intended objectives.
  • Liaise with WASH alliance NGO partners and the Alliance coordinator
  • Plan, implement, monitor and evaluate project activities including preparation of project work plans and budgets on quarterly, annual and ad-hoc basis.
  • Assigning work on project implementation, undertaking continuous coordination, and monitoring of the project activities.
  • Designing and implementing operational research and development activities including documentation of best practices and lessons learnt.
  • Provides technical support in all phases of the project cycle, from appraisal, planning, implementation, monitoring and evaluation through regular field visits, training-based capacity building, and desk-based feedback to field staff and partners.
  • Initiate and maintain smooth collaboration with other actors on the ground.
Community Facilitation role
  • Makes sure participants of the project intervention package are identified and selected in a participatory manner and full acknowledgement of the respective community groups and local governments
  • Mobilize community in implementation of project activities
  • Facilitates the selection of target community groups and sites along with government front line staff and responsible body from Woreda and Keeble
  • Creates awareness and facilitates that communities participate fully from problem identifying stages through implementation and management stage
  • Plan and oversee routine community mobilization efforts for actual field-level assessments, capacity building trainings, and on-the ground implementation of project interventions.
  • Establish operational linkages with local governments and community stakeholders and regularly liaise with them for assessments, target settings (site and farmers’ selections), agreement signings, and activity planning.
  • Maintains good relationship with local governmental and locally established institutions for the smooth implementation of project activities
  • Provides field-level technical assistance to project participants in the implementation of introduced water, agricultural and watershed management practices and overcoming any problems they might encounter.
  • Collects basic information, best practices, case studies and lessons and report to her/his supervisor
  • Assis in the organization of farmer-to-farmer exchange visits on successful water smart, eco-friendly and sustainable agricultural and resource management practices.
  • Perform any other related functions as may be required by Wetlands International.
  • Support RVLBDO/local government facilitate multi-stakeholder SDG6 learning platforms that work towards climate resilient WASH
  • Facilitate the review of relevant policy documents and familiarization of the same by local government and stakeholders
  • Facilitate capacity building and familiarization events on CR WASH
  • Prepare and submit timely reports to donor and government line offices
  • Perform other tasks as assigned by his supervisor/s.
  • Provide technical leadership in the project through co-ordination and supervision of the implementation of project activities and liaison with zonal and Woreda supervision government staff.
  • Assist the WI program team to prepare, design, detail specification and Drawings for the climate resilient WASH/water schemes/facilities
  • Supervise construction materials, equipment and goods with WI logistics and inspection of purchased items, construction materials and equipment .
  • Supervision of contracted activities such as Climate Resilient (CR) WASH facility construction, construction materials, equipment and goods
Job Requirements
Educational Qualifications, Experience and Competencies

Education
MSC in Environmental Health, hydrogeology, water /environmental engineering, Integrated water Resource Management, and directly related work experience.
B.Sc. degree in any of the above fields and above 8 years of relevant and proven work experience.

Experience/ competencies
  • More than 5-year experience (for M.Sc. holders), that are directly related to Climate resilient WASH projects
  • Consistently approaches work with energy and a positive, constructive attitude
  • Experience implementing a WASH, climate change, or other development program with communities and local governments in wetland settings
  • A good understanding of the WASH and environmental problems of the Central Rift Valley.
  • Strong interpersonal skills and experience working with community groups and/or government officials.
  • Flexibility, adaptability and team orientation; ability to work independently yet productively is essential.
  • Adequate knowledge of the culture, social context
  • Good facilitation and planning and listening skills
  • Proven team work and community facilitation experience
  • Approachable, good listener, easy to talk to.
  • Attention to detail.
