Job Description
Gay men and other men who have sex with men (MSM) bear a disproportionate burden of the ongoing HIV epidemic in South Africa. Through Project AMPLIFY m2m is adapting its proven, high-impact model for the MSM community to build peer-led support networks around MSM and their families and promote HIV prevention, initiation, and retention in HIV care and treatment. Through direct service delivery and via local implementing partners, we will reach more than 95,000 MSM in South Africa with life-changing peer-to-peer interventions in the first three years of implementation, and take the model to scale in year four.
The Senior Project Director (SPD – AMPLIFY) will provide strategic leadership and technical management of Project AMPLIFY. The SPD will have overall programmatic, technical oversight and management responsibility over the entire scope of Project AMPLIFY – including Direct Service Delivery by m2m and Local Implementing Partners (LIPs), Training and ongoing Technical Assistance to LIPs, liaison with and management of Service Delivery Partner and Resource Partner contributions and activities, Operations Research and Strategic Information (SI), as well as diffusion, expansion and advocacy as we scale-up Project AMPLIFY.
The SPD will provide technical guidance and support to the entire AMPLIFY team, as well as manage stakeholders internal and external to m2m. The SPD will ultimately be responsible for successful implementation of project AMPLIFY, for delivering agreed project outputs and outcomes, as well as ensuring programme integrity and quality standards in compliance with financial and contractual requirements of the agreements.
This position is based at m2m’s Head Office in Cape Town and reports to the Director and Head of Department (HOD), Department of Programmes and Technical Support (DPTS). The position has no direct reports.

Key Performance Areas:
  • Manage and oversee the technical implementation of Project AMPLIFY
  • Lead and manage engagement with m2m DPTS for project and technical support.
  • Engage and manage technical consultants as necessary to inform and carry out Project AMPLIFY activities.
  • Lead, manage and oversee the overall project planning and implementation of project AMPLIFY, including
  • the adaptation of m2m’s Peer Model for MSM and family of MSM, including leading the development of project guidelines and Standard Operation Procedures (SOPs), in close collaboration with DPTS technical team and external partners.
  • training curriculum and material development;
  • digital tool adaptation;
  • LIP selection and formalisation of sub-agreements;
  • establishing a Community Advisory Board (CAB);
  • formative research in close collaboration with DPTS technical team;
  • recruitment of Life Mentors and Family Mentors;
  • training of Life Mentors and Family Mentors and LIP staff;
  • managing Service Provider Partners’ and Resource Partners’ input and contributions;
  • managing project start-up, roll-out and ongoing implementation;
  • managing ongoing technical assistance, including supportive supervision;
  • managing Operations Research, Strategic Information and documentation of lessons learned in close collaboration with DPTS technical team;
  • managing the full transition of the implementation model to LIPs;
  • managing diffusion of the intervention and advocacy
  • Lead and manage quality assurance and quality improvement (QAQI) for Project AMPLIFY.
  • Work closely with the Strategic Information unit to initiate site service quality assessments and other program quality improvement processes to maintain the provision of high-quality services.
  • Coordinate data use for program decision making.
  • Periodically travel to AMPLIFY implementation sites to support implementation and QA/QI processes.
General Project Management
  • Institute functional systems, processes, and procedures required to ensure activities are implemented in full compliance with donor regulations and project terms and conditions.
  • Oversee project work plan development, task assignment and monitoring of project milestones and results in line with set service and impact targets.
  • Direct and manage use of project resources and finances in line with implementation plans and within approved budgets; ensuring adequate project controls, procedures to promote compliance and stewardship of resources.
  • Produce project deliverables, including project reports to multiple internal and external stakeholders.
Stakeholder Representation
  • Contribute to internal working groups and sharing of project learnings.
  • Provide input into and support preparations for high-level site visits.
  • Maintain and grow stakeholder relationships, including representation of m2m in key strategic forums and technical working groups.
  • Provide intelligence for business development planning and insight into resource mobilisation.
  • Advise on technical design of programmes for new business opportunities.
  • Support proposal writing.
  • Perform other duties as assigned.
Job Requirements
Qualification and Experience:
  • Master’s degree or equivalent in Public Health, Social Sciences or related fields. Project Management qualification recommended.
  • Minimum of ten years’ experience in the field of Public Health, Health and Development and/or NGO sector.
  • Minimum of eight years’ experience working with gay men and other men who have sex with men (MSM), of which at least the last three years were in a project management position at a senior level.
  • Demonstrated experience in:
  • the implementation of HIV prevention, care, and treatment programs, mental health programmes, and social support programmes providing services to MSM;
  • working with civil society organizations to plan and implement HIV programs providing services to MSM;
  • working as a senior project team leader in and r with multidisciplinary teams;
  • working with international donors and other government and foundation donors;
  • stakeholder management;
  • project planning, developing project work plans, budgeting, and budget monitoring;
  • ensuring good stewardship of human, financial, and material resources;
  • leading a technical activity, through evidence and data driven decision-making, using SI data for programme improvement, and serving in technical advisory roles;
  • quality assurance and quality improvement (QAQI);
  • donor reporting.
Competencies required:
  • Understand the situational needs and lived experience of MSM.
  • Cultural sensitivity and ability to effectively engage and build strong working relations among participants and colleagues of different cultures and backgrounds.
  • Strong design and conceptualisation skills – able to think creatively and systematically at all project levels.
  • Ability to organize, analyse, and interpret programme performance information.
  • Strong strategic, analytical, business, negotiation and advocacy skills.

  • Excellent organisational and interpersonal skills.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.

  • Excellent communication skills, verbal and written.
  • Extensive knowledge of South Africa’s health systems.
  • Excellent working knowledge of and experience in using MS Office suite, including MS TEAMS, Project Management Software and SharePoint
  • Fluent in English and local South African language(s)
