ROLE PURPOSE
Plan International Cameroon has been selected as the community SR for the GF NFM3 malaria grant. As SR, Plan will ensure the implementation of community directed interventions in 08 regions of the country. The Deputy COP will support the COP in leading and managing a number of staff at national and regional level to support the delivery of quality and integrated programming in line with the organizational standards, frameworks and procedures, and ensure proper internal control and risk management. The Deputy COP is supervised directly by the COP and will at times be required to take on the responsibilities of the COP position in his/her absence.

What does the job holder plan?
  • The Deputy CoP is a member of the GF Management Team and is expected to contribute to operational implementation and strategic direction of the project. He/she deputizes for CoP as required and if needed in relation to external stakeholders.
  • The Deputy CoP line supervises the M&E Coordinator; technical staff located at the regional level and has dotted line supervision of the Administrative Assistant and the Finance staff.
  • The DCOP will oversee the planning and execution of the detailed implementation plan (DIP) as well as requisite project forecasting and liaising with the associated Canadian National Office colleagues on implementation details
  • This position will report regularly to the CoP and the CMT on the management of all risks associated with the implementation of the GF activities and the delivery of services at the community level including budget, partners’ management, legal compliance and security.
  • The DCOP assists the CoP in planning, implementation and evaluation of the project activities within Plan Cameroon as the sub-recipient (SR)
  • The DCOP assists the CoP to ensure the timely achievement of project objectives and indicators that are aligned with Global Fund NFM3 malaria proposal goals for Cameroon.
  • He/she is responsible of overseeing the timely reporting of the RFS and CSOs and will bring any issues to the COP and the CD related to delay on reporting from the above-mentioned entities.
  • The Deputy CoP provides technical oversight and support to Programme Units (PU) Managers and Field Supervisors in managing risks related to this project and working with project staff and other stakeholders to ensure updated risk registers are in place.
  • The Deputy CoP will work under the CoP to oversee supervision activities in the field as agreed upon with PR and as per the work plan, and conduct periodic supervision visits to the RFSs and CSOs to ensure verification of information provided in the periodic reports.
What are the outputs and deliverables?

Program Quality:
  • Coordinate planning of supervision activities with project staff and field supervisors and ensure that all supervision visits planned are executed.
  • Support the RFS and district CSOs in project implementation, ensuring that technical support is provided.
  • Facilitate the establishment and implementation of standards of accountability, effectiveness and efficiency in the achievement of project goals, objectives and indicators and as it relates to the detailed implementation plan (DIP).
  • Ensure that reports from RFS and CSO are on time, and raise any issues related to non-compliance to timely reporting to the COP.
  • Conduct on-site data verification at the Field Supervisor and CSO level; if necessary conduct visits at the community level.
  • Contribute to the production of a weekly bullet points to be shared with CD, HOP, relevant PIIAMs, PR and CNO. The weekly bullet points should provide the update of the week completed and the planned activities of the next week.
Risk Management:
  • Acquaint him/herself with applicable Global Fund procedures as well as Plan Administrative and operational procedures.
  • Ensure systems and processes are in place to identify and manage risks including developing, updating and submitting risk register in line with the Global Fund Risk Management policy, and ensuring that risks are adequately identified, assessed, mitigated and reported to the COP.
III. Representation and Advocacy:
  • Act as primary project contact to the RFS; Relevant PIIAMs, key public-private stakeholders and local partners involved in addressing all project matters in the 08 regions;
  • Strengthen linkages with existing and potential partner agencies and institutions for the delivery of project results in the country.
  • Manage the project coordination unit staff
  • Under the supervision of the project manager;
  • Lead, manage and supervise the project coordination team to meet project objectives;
  • Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork;
  • Participate into the recruitment for the project, in collaboration with Human Resources department, to ensure optimum service delivery through recruitment of competent and qualified staff.

Qualifications and Experience
  • Advanced university degree (Master’s Degree or equivalent in social studies, public health or program administration.
  • At least 10 years progressively responsible working experience in project/program development and implementation, management, and strategic planning, monitoring and evaluation. Work experience particularly in community development is desirable.
  • Understanding of and experience with humanitarian development organizations, and accompaniment and capacity-building principles in local partnerships highly desired.
  • Ability to travel nationally and internationally as required.
  • Fluency in writing and speaking in English and French;
  • Knowledge of another national language of Cameroon is an advantage.
