Facebook's Global Connectivity and Access Public Policy team is seeking a Public Policy Manager in EMEA to help us develop our positions on connectivity policy issues, including online messaging and voice communications, online video, international and local infrastructure, spectrum and net neutrality. Candidates should have strong knowledge of connectivity policy issues, including in-depth knowledge in two or more of the areas listed above. They should also have excellent writing and analytical skills and share our vision of making the world more open and connected. Candidates should have in-depth working experience in different parts of the EMEA region and potential other regions (whether in the public and/or private sector), and be fluent in English. French, Arabic or other relevant languages will be considered as additionally advantageous, but not a prerequisite. This role is full time and based in Dubai, London, or Brussels.- In close cooperation with the different regional policy teams in EMEA, and with the broader Connectivity policy team
- Develop policy positions on connectivity policy issues
- Identify, monitor, and analyze connectivity policy issues affecting Facebook at the EMEA regional and country level
- Articulate our policy positions in briefing papers, consultation responses and internal policy meetings
- Advise Facebook teams on public policy matters to guide development of products, services and policies
- Represent Facebook or support Facebook’s representation in meetings in the EMEA region with key stakeholders
- Communicate Facebook’s positions in public presentations
- Work together with the broader EMEA policy team on cross-regional and global connectivity policy issues
- Work and support, where needed, in other regions on connectivity policy issues
- Bachelor degree in Law, Public Policy, Technology, (Business) Economics, or related field
- Significant public policy experience
- Experience in telecommunications policy and technology industry
- Interest in technology and related policy issues
- Excellent written and oral communications skills in English, (and preferably in French, Arabic)
- In-depth knowledge of infrastructure policy
- In-depth knowledge of telecom and OTT-policy
- Multi-national experience, esp. from working across the EMEA region or at a global level
