VSO Job vacancy in Uganda - Program Officer

Role overview

The Programme Officer will be responsible for the effective and efficient field based technical support for VSO Uganda YEEDE Project in Central Uganda (Kampala and Wakiso). He/she will provide implementing partners hands on technical backstopping to ensure delivery on project objectives and VSO Uganda strategy and footprint on agribusiness, inclusive skills development and innovations towards youth employment and livelihoods development.

Responsibilities:

Technical Project Support

• Support/lead implementation of field-based activities in geographical location to ensure: all activities are implemented according to agreed annual, quarterly and monthly work plans and budgets working closely with implementing partners to ensure than the pro-ject delivers against timeframes and project output and outcome targets/objectives.
• Input into development of the project annual work plan and budget. With the Program Specialist Livelihoods, develop and monitor project quarterly and monthly work plans and budgets.
• Provide weekly updates on project progress to Program Specialist Livelihoods and other stakeholders of the project highlighting progress on milestones, lessons learnt, adaptive measure and any deviations against plans and budgets with solutions to overcome.
• Participate in project monthly Grants Management Meetings (GMM) and quarterly pro-ject review meetings.
• Support in the development of tools, curriculum and guidelines needed to ensure the agribusiness interventions undertaken by the project are enable youth employment through enterprise development, decent jobs, compliant to policy and meet set standards.

Partnerships:

• Develop strong partnerships with and between project partners and volunteers to ensure delivery of project objectives while ensuring application of VSO people first principles in the partnership.
• Conduct support supervision visits and on job coaching to implementing partners.
• Coordinate and work closely with VSO volunteers and staff in ensuring delivery of project objectives.
• Identify, maintain and strengthen relationships with key stakeholders in geographical location to support project start up; strengthen project impact and sustainability.
• Represent VSO at events and meetings as appropriate.

Monitoring and Evaluation:

• Compile and submit activity and monthly reports capturing lessons learnt, good practices, success stories and achievements of project outcome and output targets as well as deviations and risk.
• Support delivery of the project communications plan including documentation of areas of good practice and case studies for publicity, visibility and replication.
• Support partners in geographical location with compiling monthly reports.
• Ensure all project documentation and reports are up-to-date as per VSO guidelines.
• Provide input into donor reports as needed.

Logistics and Administration:

• Support and organise project meetings, activities and events according to work plans and in line with VSO policies and procedures.

Grant Management:

• Liaising with the Grants Officer, support partners to actualize procurement and financial policies and ensure compliance with VSO and donor requirements.
• Support in monthly monitoring of expenditure against budgets and activities against work plans communicating any areas of variance with suggested corrective actions; Input into quarterly budget re-forecasts.

Essential selection criteria:

• Minimum of a Bachelor’s degree in agriculture, business studies and social works and development studies
• 5+ years’ experience in agribusiness, youth engagement, programming in livelihoods/youth employment including significant experience working with vocational training institutions and private sector.
• Sound experience in organizational capacity building and assessment, advising, coaching others.
• Strong experience working in multi stakeholder engagement, developing and expanding partnerships and effective relationship management.

Knowledge/qualifications/Experience:

• Sound experience in organizational capacity building and assessment, advising, coaching others
• Strong experience working in multi stakeholder partnerships, developing and expanding partnerships, effective relationship management
• Hands on experience using market for youth (M4Y) approaches
• Organizational capacity building and assessment, advising, coaching others
• Working in multi stakeholder partnerships, developing and expanding partnerships, effective relationship management

Skills/Abilities:

• Agribusiness, entrepreneurship development and employability skills development.
• Youth engagement and linkage to business and employment opportunities
• Innovations and climate smart practices
• Experience in the informal work sector, social protection and decent work

Desired selection criteria:

• Experience in agribusiness development for youth.
• Employability skills development.
• Private sector engagements.
• knowledge of the youth policy in Uganda and streamlining youth engagement through dialogues and engagement with relevant stakeholders.
