Purpose of the role:
Heads the Governance function within the department (Group SVM & CS) accountable for defining and implementing Policy and Frameworks to ensure strategic alignment, value realization, portfolio management, internal sponsorship and accountability, project management, risk management, policy adoption and compliance.Key Accountabilities:
• Provides leadership and accountability, ensuring process compliance and delivering optimal benefits for Groups SVM & CS department• Responsible for the definition and implementation of Policies and Procedures for Group SVM & CS and Corporate services
• Responsible for managing the budgeting process and supporting the Ho Group SVM and CS to ensure the function operates within the allocated departmental budget
• Responsible to Manage the Risk Remediation projects with in Group SVM & CS in collaboration with all relevant stakeholder’s (GIA/Group Compliance, Operational Risk Etc.)
• Responsible to establish the International Governance across all international locations and monitoring of the same
• Responsible to establish management reporting framework and ensure identified Group SVM & CS Management reports are delivered
• Responsible to drive RCSAs and establish KRI and implement periodic monitoring of the same
• Responsible to manage Group SVM & CS system requirements, new developments, change requests with the wider operational system teams (e.g. Oracle Support, IT Ops) to ensure SVM & CS Systems (e.g. Oracle EBS, Oracle Fusion, ESign) is effectively deployed and implemented
• Responsible for delivery and management of the Group SVM&CS Internal projects/Improvement initiatives to ensure their successful completion within the required timelines and allocated budget
• Responsible to act as a Governance SPOC for Group SVM & CS and work in coordination with all control functions in the Bank (including but not limited to Group Compliance, Group Legal, Group Internal Audit, Group Risk Management, etc.)
• Provide expertise, leadership and support to the FAB organization to drive overall productivity program, promoting best practice sharing, benchmarking, market intelligence, etc.
• Actively engaging with and securing support from key local stakeholders (e.g. Business, Finance, Admin, IT) for the successful implementation of Group SVM & CS policies and Procedures
• Works with HoF SVM & CS to establish Group SVM & CS policy and key processes aligned with SVM & CS Governance, in cooperation with Systems & Process Management
• Responsible for the development and ongoing training of SVM & CS Governance team members to agree Capability Development Plans with each respective team member within area of responsibility and - ensures department is adequately skilled, staffed, and structured to deliver sustainable results. Responsible for the personal develop of all associates within his/her area
• Responsible for the development of Group SVM & CS Balance Scorecard, ensuring full alignment between Stakeholders within and outside SVM & CS and updated quarterly to the senior management
• Actively participate and contribute to the development of Group SVM & CS as a value adding function within the FAB organization
• Identify, prioritize and approve opportunities for unplanned project based sourcing initiatives
• Responsible to support all confidential investigations as per senior management requirement
• Support Ho Group SVM and CS in any adhoc initiatives as and when required
• Establish and lead overall Governance function for the SVM & CS Department for UAE & International
• Accountable for ensuring compliance to all the regulatory requirements related to activities with in SVM & CS in coordination with relevant stakeholders (Internal/External)
• Deliver measurable value to the Organization by demonstrable experience in sourcing, negotiations, contract enablement and end-to-end sourcing life-cycle management.
Qualifications
• English, Arabic desirable• Degree qualified
• 10 years + experience working within a Senior role in Governance and Compliance Roles preferably in Procurement & Vendor Management
• Demonstrable understanding of sourcing strategies and supplier contracting process and procedures as well as a proven understanding and experience of Supplier Performance Management governance and the creation and implementation of supplier performance scorecards
• Ability to evaluate commercial risk; measure KPIs, metrics and conduct analysis
• Strong communication and interpersonal skills to work with senior level stakeholders to build trusted relationships inter department (e.g. Finance, Operational Risk, Compliance, Internal Audit)
• Ability to align with business strategy and engage Senior Management to reinforce the value of SVM & CS
• Can operate in a multi matrix, performance driven structure, able to lead cross-functional projects
• Hands on management style for projects and management of vendors as required
• Strong change agent, with the ability to make things happen, gain traction quickly and motivated by successful delivery
• Excellent communicator (verbal and written) and strong negotiator who can effectively manage relationships that are widely dispersed across the Bank
