Role overview

The Ministry of Health through the support of partners has started the process of developing the health promotion policy. A task force has been appointed with membership from various departments within the Ministry and partners who support health promotion work in the country. VSO is a member of this task force leading on community engagement and monitoring of service provision. The policy development process will require that we do some desk review of other policies across sectors in order to identify additional gaps that would require to be filled through the policy. There is also need to review similar policies that have been done by other countries and do analysis of data from different sectors in order to understand the status in implementing activities that promote health by other sectors and within the Ministry of health. A consultant is therefore required to carry out these activities and to do final editing and presentation of a final Policy.

Skills, qualifications and experience

The consultant should be a highly knowledgeable person on volunteerism policy development. In addition, the consultant should possess the following skills and competencies:
• Health Education: Minimum of a master’s degree
• Minimum of 8 years’ experience in research and policy development in the area of health promotion
• Evidence of working in volunteer for development and community engagement strategies in the health sector
• Solid understanding of monitoring of health services provision using community approaches
• Good analytical and report writing skills
• Good communication and facilitation skills
• Good interpersonal skills and computer literacy
