Program team:
  • To enhance the technical capacity of the Oxfam and partner PHP team in Public Health Promotion approaches   to ensure implementation of planned activities in targeted refugee settlements
  • To work closely with the public health engineers and implement an integrated PH programme to achieve the project objectives.
  • To ensure that the promotion of women’s rights is at the heart of all Oxfam in Uganda’s program work

Job Purpose - Key Responsibilities and Accountabilities
  • To promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services.
  • To ensure appropriate community involvement in the design and delivery of essential WASH services and facilities
  • As part of a multi-sectoral team carry out an assessment of public health risks and an analysis of the threats to life, health and dignity faced by the refugee community guided by the Oxfam Public Health Assessment Checklists and analytical model in the ERM (Emergency Response Manual)
  • To work closely with the counterparts and PHE team to ensure an integrated approach to the public health needs of all programme activities
  • Work with the PHP Team Leader to put in place and implement a PHP operational framework for the targeted settlement and monitor hygiene promotion activities ensuring that feedback is given to the volunteers, target population and other stakeholders
  • Liaise with OPM and other sectors and agencies working locally to coordinate within the Water supply, Sanitation and Hygiene technical working groups as well strengthening inter sectorial collaborations such as Education, health and shelter.
  • Build good working relationship with all communities in the targeted settlements and host communities and further ensure all understand the Oxfam interventions and priorities of PH programme.
  • Support PHPAs, volunteers to plan and implement behaviour change communication activities when appropriate e.g. Campaigns, latrine use, visits, etc. as agreed by the PHP team.
  • Support Oxfam teams to conduct needs assessment, design and implement the trainings for both community hygiene promotion volunteers and identified committees.
  • To supervise, manage and monitor the mobilization of the target population to promote hygiene practices, environmental sanitation, and control mechanisms.
  • Ensure all Oxfam PHP work is carried out in a way that is sensitive to community needs and gender issues. To promote full and equal participation of women, men, boys, girls in all aspects of the work and to ensure that Oxfam’s programme is an opportunity for peace building, rather than community division.
  • Take account of gender, protection, HIV, the environment, and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities.
  • Support Oxfam PHP team and WaSH agencies to use participatory approaches as a far as possible throughout the programme cycle, in training, and in the use of tool kits and other materials.
  • Ensure that interventions strive to conform to Sphere standards and adhere to Oxfam guidelines and protocols.  
  • Represent Oxfam when appropriate in sector coordination meetings with the national authorities, UN bodies and international and national NGOs on request.
  • Together with the PHE team, develop monitoring indicators and tools in line with the log frame and regularly collect data to reflect progress against objectives, and giving feedback to the PHP Team Leader.
  • Continuously monitor the humanitarian situation in the settlement and routinely advice the PHP/E Team Leaders on appropriate actions
  • Present regular quality written reports on progress against objectives as required by the PHP Team Leader and ensure that a final report is completed on completion of the contract.
  • Depending on the situation, the post holder may be asked to perform other tasks as requested by the PHP Team Leader
  • To be familiar with and abide by NGO code of conduct, UNHCR, Humanitarian and SPHERE minimum standards.

Technical Skills, Experience & Knowledge
  • Bachelors degree in Public Health, Social Sciences, Community development or another relevant field
  • At least 3 years practical experience in developing countries in community health and environmental programmes, preferably in emergency refugee programmes
  • At least two years practical experience in community mobilization and organisation and appropriate community health and sanitation programmes in humanitarian context.
  • Practical experience of hygiene promotion
  • Good understanding of the health, Sanitation and hygiene risks of those affected or at risk of contracting Cholera and urban communities and of appropriate ways of tackling them. Must be aware of and sensitive to the needs of women in this context.
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for situations.
  • Flexibility and ease in working with local people have diplomacy, tact and administrative skills to work with people at managerial level, and occasionally government levels.
  • Assessment, analytical and planning skills.
  • Developed interpersonal and team skills and proven ability to be flexible in demanding situation.
  • Capacity and desire to pass skills and information, confident communicator and willingness to work in collaboration with others and respectful to the community.
  • Sympathy with the aims and objectives of Oxfam and commitment to humanitarian principles and action.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
