Overview

The position is assigned in the Social Sectors and Public Sector Management (PASP) Division within the Pacific Department. The department is responsible for client relationships with 14 Pacific developing member countries. PASP manages loan, grant, technical assistance and knowledge products relating to the social sectors, education, health, social protection, public sector management, and gender (inclusive of cross divisional support). PASP also manages the PARD-wide economic work and work on fragility as this relates to ADB's efforts to support Fragile and Conflict Afflicted Situations (FCAS).

Job Purpose
The Senior Education Specialist will formulate and deliver education sector policy and strategies in Pacific developing member countries (DMCs) governments through policy dialogue and analysis. He/she will lead in identifying, developing, implementing and administering loans/grants, technical assistances, and non-lending products and services in the education sector: (i) analytical function, (ii) portfolio management (iii) other operational support and (iv) thematic specialization. He/she will also contribute as part of multi-disciplinary teams to any of the 7 strategic priorities under S2030. The incumbent will report to Director, PASP and will supervise national staff and administrative staff.

Responsibilities
Strategy and Planning
• Contribute substantially in the development of policy and strategies and sectoral road maps for the education sector in Pacific Developing Member Countries (DMCs) in consultation with relevant government agencies and Resident Missions (RMs)
• Lead in developing education strategies and programs as well as in initiating regional projects in consultation with national and regional organizations and international financial agencies, including intra-regional exchange of experiences, best practices and lessons
• Facilitate policy dialogue to assist governments to undertake reforms in the education sector, ensure efficient use of resources and encourage the development of public private sector partnerships
• Participate in country teams and provide sector inputs for Country Partnership Strategies (CPS)
• Lead and undertake inter-regional studies and research to promote new technologies, policies and sector assessments

Project Management
• Identify and pursue opportunities for ADB assistance projects in the education sector in DMCs in the Pacific region.
• Lead the development, processing and administration of loans, Technical Assistance (TA) projects and non-lending products and services (NLPS) in the education sector.
• Integrate ADB's policies and guidelines in the design and implementation of education sector projects.
• Provide advice to executing agencies on project preparation and implementation.
• Ensure quality and compliance of lending and non-lending products and operations in the education sector
• Facilitate effective liaison and coordination with development agencies on program loans and investment projects
• Ensure key technical, economic, financial and cross-cutting issues are incorporated into projects

Capacity Building
• Lead in conducting capacity building activities in education sector policies and practices of Executing Agencies (EAs)
• Serve as the focal point for coordination with other divisions/departments concerning the education sector

Knowledge Sharing
• Prepare analyses, papers, and reports on key aspects of the education sector.
• Participate in the activities of the Education Sector group.
• Serve as a contributor to knowledge management, responsible for the planning through the preparation of knowledge management activities (e.g., workshops, publications) on issues that are relevant to the DMCs of the region.
• Represent ADB and participate in government and development partners meetings and working groups on education issues, for knowledge sharing and coordinating and promoting ADB's education initiatives.

Staff Supervision
• Take the role of team leader to develop capabilities/potential of reporting staff.
• Supervise the performance of reporting staff providing clear direction and regular monitoring and feedback on performance.
• Plan and ensure the on-going learning and development of reporting staff.

Qualifications
Relevant Experience & Requirements
• At least 10 years' relevant experience within the Education field in a professional capacity and at senior levels
• Master's degree in Education or other related specialized fields. University degree in Education or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree
• International experience working in development in education sector in several countries
• Experience in Small Islands Developing States and/or fragile and conflict affected situations is an advantage.
• Excellent written and verbal communication skills in English is required
• Strong analytical skills and demonstrable ability to guide new and/or more junior staff

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
