The Civil Society and Peacebuilding (CSPB) department supports citizens to mobilize effectively to influence policy, improve lives and build peace. CSPB’s civil society programs enable citizens to solve their own problems and influence policy through programs that strengthen the leadership capacity of national and community organizations and increase the transparency of government agencies. CSPB’s peacebuilding programs use locally owned and sustainable tools to bridge differences and bring peace to divided communities. We also work to prevent and counter violent extremism with a focus on youth-led approaches.

CSPB seeks a Program Officer, III (PO-III) with at least 8 years’ professional experience to provide technical assistance and support to programs in the areas of civil society strengthening, governance, peacebuilding, preventing violent extremism, and youth engagement. Collects, compiles, and analyzes information relevant to programs. Provides administrative and project support, in addition to communication efforts related to program management and execution. Ensures compliance with internal and external regulations. Monitors budget for programs and develops monitoring system for reviewing project status. Ensures completion of program while adhering to budget, scope, and schedule requirements. Develops/Reviews work plans, prepares presentations, and supports other related program objectives and deliverables.
Foreign language proficiency is required (French, Spanish, Russian preferred)
Primary Responsibilities for the Program Officer III include, but are not limited to the following:
Responsibilities:
- Oversees and represents the organization in all aspects of the program in coordination with project leaders.
- Ensures integrity of design and implementation of program, achievement of project performance objective, and deliverables.
- Provides technical, administrative, and operational support to program management teams, such as: troubleshooting, updates to work plans, travel coordination and program activities monitoring.
- Tracks performance against Financial Cost Objective (FCO) ID, project timelines, budget, objectives, and deliverables.
- Works with Project Manager on developing budgets, proposals, managing grants, project materials, and information.
- Supports program/project to provide timely and high-quality deliverables to clients, including: work plans; programmatic, financial, technical reports;
- Develops, reviews, and/or translates reports, briefing papers, press releases, and presentations.
- Monitors budgets, ensuring accountability of all project activities.
- Facilitates communication by answering partner inquires and monitoring project websites.
- Designs, implements, and coordinates specific program activities and may conduct research to achieve program goals.
- Documents and shares project accomplishments, challenges, and lessons learned among internal and external partners.
- Develops and maintains relationships serving as the liaison for internal units, (finance, contracts, HR), as well as government officials, local communities, and other organizations.
- Supports program design and business development efforts (e.g., identifying resource development opportunities; writing assigned sections; supporting budget preparation and general development of proposals).
- Strong knowledge of concepts, practices and procedures with program design.
- Excellent English language oral and written communication skills.
- Proficiency in a foreign language, ideally French, Spanish, or Russian, is strongly preferred.
- Excellent and demonstrated program/project management skills.
- Ability to influence and collaborate with others.
- Ability to analyze and interpret data, identify errors and prepare reports.
Bachelor's Degree or its International Equivalent required in one of the following subjects:
- International Development/Affairs, Communications, Political Science, History, Education, Environment, Health, Knowledge/Information Services, Life/Social Sciences, or Related Field
- Master’s degree or its International Equivalent strongly preferred in one of the following subjects:
- International Development/Affairs, Communications, Political Science, History, Education, Environment, Health, Knowledge/Information Services, Life/Social Sciences, or Related Field
Experience:
- At least 8 years’ professional experience in a non-governmental organization (NGO), government agency, or private organization
- Articulate and professional, able to communicate in a clear, positive fashion with clients and staff;
- Overseas/international experience is highly desired;
- Must be able to read, write, and speak fluent English;
- Proficiency in a foreign language (i.e., French, Spanish, Russian, others) is required;
- Prior team lead/leadership experience preferred.
- Demonstrated experience working in international development in the sectors of civil society strengthening and/or capacity building; youth mobilization and engagement; governance; peacebuilding; preventing/countering violent extremism or related topics.
- Substantial experience using computerized information systems; and
- Strong research and analytical skills.
